ECO4 & GBIS Energy Upgrades in

Under the UK government’s ECO4 and Great British Insulation Scheme (GBIS), qualifying households can
get help with making their homes warmer and cheaper to run – things like insulation, upgraded heating
and, in some cases, solar PV.
Baltic Electric work with trusted partners and funding providers to help eligible customers access these schemes
across South London and nearby areas.
What is ECO4?
ECO4 (Energy Company Obligation – Phase 4) is a government scheme running until 2026 that helps
low-income and vulnerable households improve the energy efficiency of their homes. It focuses on
properties with poor EPC ratings and can fund measures such as insulation, heating upgrades and,
in some cases, solar PV.
What is GBIS?
The Great British Insulation Scheme (GBIS) is designed to help more households with insulation
upgrades – not just those on means-tested benefits. It’s a “fabric first” approach, improving walls,
lofts and roofs so homes hold onto heat more effectively and cost less to heat.
Who might be eligible?
Exact rules are set by government and funding providers, but you may be eligible for ECO4 or GBIS if:
Property & location
- • Your property has a lower EPC rating (often D or below for ECO4).
- • The home is hard to heat or feels cold and damp.
- • You are in Croydon, South London, or nearby boroughs and counties.
Household circumstances
- • You receive certain income-related benefits, or
- • Your household is on a lower income and struggling with energy bills, or
- • Someone in the home is vulnerable to cold (for example due to age or health).
Final eligibility is always confirmed by the funding provider / scheme administrator. We’ll help collect
the information they need and let you know what’s possible.
What kind of upgrades can be funded?
Depending on the scheme and your property, funding can contribute towards some of the following:
Insulation (GBIS & ECO4)
- • Loft insulation
- • Cavity wall insulation
- • Solid wall insulation (internal or external, where suitable)
- • Room-in-roof / flat roof insulation in some cases
Heating & renewable measures (mainly ECO4)
- • Heating system upgrades in inefficient homes
- • Smart heating controls and thermostats
- • In some cases, solar PV and battery systems
For every property, the aim is the same: improve comfort, reduce energy waste and cut annual bills,
using a combination of the most suitable measures.

Quick eligibility check
You contact us with a few basic details about your home, postcode and situation. We’ll ask some simple
questions and, where needed, pass details securely to our funding partners.
Survey & plan
If things look promising, a survey is arranged. This is used to confirm what measures are suitable
and what level of ECO4 / GBIS support may be available.
Install & aftercare
Once funding is approved, the agreed works are carried out by qualified installers. We stay involved
so you know who is doing what and when, and you have someone local to talk to.
